- Must be employed by enterprise abroad with contract in Norway
- Enterprise in Norway must have registered business address
- Norway company cannot be a staffing company
- As general rule, work offer must be for one company in Norway
- Pay and conditions not poorer than is normal in Norway
- Must pay application fee
