They are concentrated in education (1,379 — things like tuition levels and scholarship availability), banking access (398) and practical logistics (393). They are still shown, because we judge a named-but-unsourced figure more useful than a blank — but they are not evidence, we are not going to dress them up as evidence, and they are the top of our repair queue. No unsourced fact is ever allowed to set an eligibility verdict: that runs entirely on Layer 1.
