Who it is for
The official page says this one-year visa can be requested by citizens of third countries. The applicant must be employed by an employer registered in a member state of the Organization for Economic Cooperation and Development (OECD), or be a self-employed person registered in one of these countries. The applicant must also be able to work remotely in Latvia. An employee must show at least six months of previous employment with the employer.
Income, funds and insurance
For an employee, the employer's certificate must show pay of not less than the average monthly gross salary of employees in the previous year multiplied by 2.5; the page gives this as €4,213, based on the latest Central Statistical Office figures. A self-employed applicant needs a document from the tax administration of an OECD member state certifying income from self-employment in the last six months of not less than the average monthly gross wage of employees in the previous year multiplied by 2.5, which the page also gives as €4,213. Health insurance valid in Latvia and Schengen must have at least €42,600 liability during the insurance period. Because the figure is based on the previous year's average wage, check the current official page.
Documents
The official page lists a valid travel document (if you submit documents by mail, a copy of the passport). It lists a completed and signed visa form, which is filled in through the authority's e-form, and a photograph that is not older than six months. It also lists documents confirming the expected place of residence in Latvia, a copy of a document certifying health insurance and a document confirming payment of the state fee.
Employee and self-employed documents
An employee must add a document certifying current employment, issued by the tax administration or social insurance institution of an OECD member state, and a certificate from the employer. A self-employed person must add a document from the tax administration of an OECD member state certifying their income.

Restrictions
The official page says remote-work visa recipients do not have the right to employment in Latvia. It also says the applicant must be able to work remotely in Latvia.
State fee
The official page requires a document confirming payment of the state fee. The state fee page of the same Latvian authority lists €90 for requesting a national long-stay visa (category D). It lists €180 if the application is submitted less than three working days before the legal deadline in Latvia expires. Check that page for the fee that applies to your application.
