1. Overview
Singapore is a major destination for Indonesian workers, most prominently Foreign Domestic Workers (FDWs) — Indonesia is an approved source country for the domestic-worker Work Permit — as well as skilled staff on the S Pass and professionals on the Employment Pass. All are issued by the Ministry of Manpower (MOM). Placement of Indonesian workers is regulated on the home side by BP2MI (SISKOP2MI registration, licensed P3MI agency).
Placement of Indonesian migrant workers is regulated by BP2MI (Badan Pelindungan Pekerja Migran Indonesia) under Law 18/2017. Workers register in the SISKOP2MI system, obtain the electronic work card (E-PMI), complete competency and pre-departure briefing, and must be placed by a licensed P3MI agency or a G2G scheme.
