The Global Citizen Certificate for remote workers
The Immigration (Transition) (Global Citizen Exemption) Regulations (2023 Revision) created a Global Citizen Certificate for people working remotely. Their own deadline for applications was 31 October 2022 (see the section on the deadline below), so the terms in this and the next two sections describe the regulations as written, not a route found open in 2026. An applicant had to be employed outside the Islands and intend to remain so employed, and had to provide evidence that the income was generated outside the Islands. A Global Citizen was exempt from Part 7 of the Act, the Part under which work permits are granted, and could enter and work remotely in the Islands for a period not exceeding twenty four months.

Income thresholds in the regulations
The regulations required a continuous source of annual income not less than USD 100,000 for an applicant alone, USD 150,000 for an applicant and one dependant, USD 168,000 with two dependants, USD 186,000 with three, USD 204,000 with four and USD 222,000 with five. For more than five dependants the amount was at the discretion of the Director of WORC. Annual income is defined to include the salaries, employment bonuses, investment income and share dividends of the applicant and of the applicant's spouse or civil partner, and other recurring income approved by the Director of WORC.
Conditions attached to the certificate
A Global Citizen had to reside and be physically present in the Islands for a minimum of ninety days in aggregate in any year of the certificate, could not offer or provide goods or services to any person or entity in the Islands, could obtain only one certificate, and had to hold health insurance the Director of WORC considered adequate. The certificate expired automatically on termination of employment, and could be revoked if the person failed to maintain the minimum annual income stated in the application.
Application deadline and expiry of the regulations
Regulation 7 says the regulations expire on 30th November, 2024 or such later date as the Cabinet may specify by notice in the Gazette, on an official Government website or by other official means. An application had to be made no later than 31st October, 2022 or, if the regulations were extended, no later than two years before the new expiry date. No extension notice and no replacement certificate for remote workers were found in the official sources reviewed on 6 October 2026, including the Government's pages on the immigration changes of 1 May 2026. On the text of the regulations, the application window has closed; confirm the current position with WORC before planning a remote-work stay.
Visiting the Islands without a certificate
Customs and Border Control says persons from certain countries also need a valid visa for the Cayman Islands, and that visitors may be granted permission to land for up to six months, extendable for further periods not exceeding six months on application to the Director of Customs and Border Control. The page says there is no prohibition against seeking employment as a tourist, but WORC may refuse a work permit for a tourist visitor, and entry may be refused if the person intends, unlawfully, to engage in gainful occupation in the Islands. The page does not describe remote work by visitors.

Immigration law changes from 1 May 2026
The Government says the Immigration (Transition) (Amendment and Validation) Acts, 2025 and 2026 amend the Immigration (Transition) Act (2022 Revision) and came into effect on 1 May 2026. Applications and appeals submitted before commencement are determined under the law that applied at the time of submission. In the Work Permits part of its FAQ, the Government states a minimum gross monthly income of CI$5,000 to add one dependent and CI$1,000 more for each additional dependant, for applications on or after 1 May 2026.
Taxation: what the Cayman Government says
The Cayman Islands Government's Finance & Economy page says there are no direct taxes in the Cayman Islands: no income tax, company or corporation tax, inheritance tax, capital gains or gift tax, and that government revenue is primarily derived from import duties, stamp duties and various service-related fees. The Ministry of Financial Services calls this an indirect, consumption-based taxation model and says it does not affect the taxing rights of other countries, as investors are still taxed in the jurisdictions in which they are tax resident. Neither page addresses whether another country taxes an individual who works remotely from the Islands; that depends on that country's rules.

Climate
The Cayman Islands National Weather Service describes a tropical marine climate, with a wet season of warm, rainy summers from mid-May through October and a dry season of relatively mild winters from November to April. It says the islands are still within the belt influenced by tropical waves and hurricanes during the summer. It gives an average temperature of 84.6°F (29.2°C) in the wet season and 80.3°F (26.8 °C) in the dry season.

Does the Cayman Islands have a digital nomad visa?
No current remote-worker route was found in the official sources reviewed. The Global Citizen Certificate regulations allowed remote work for up to twenty four months, but they required applications by 31st October, 2022 and expire on 30th November, 2024 unless Cabinet specifies a later date by notice, and no such notice was found. Confirm the current position with WORC.
What income did the Global Citizen Certificate require?
The regulations set a minimum annual income of USD 100,000 for an applicant alone and USD 150,000 with one dependant, rising to USD 222,000 with five dependants, with income generated outside the Islands.
