Which population, circumstances or geographic group does the mechanism cover?

It covers, in particular: a spouse or child of a foreigner granted asylum, or a former Czech citizen (humanitarian grounds); persons with reasons of special consideration, e.g. compatriots; persons whose residence is in the interest of the Czech Republic; and a minor child of a permanent resident where family reunification applies.

It is a direct application: in Czechia, in person at a Ministry of the Interior office; from abroad, only in person at a Czech diplomatic mission (in the country that issued the travel document or of nationality, in a state where the applicant has held long-term or permanent residence and lawfully resided continuously for at least 2 years, or at any Czech mission for nationals of listed countries).

You can only apply in person at one of the Czech Republic’s diplomatic missions: in a country that issued you with a travel document or which you are a national of, or in a state in which you have been granted a long-term or permanent residence and have been legally residing there continuously for at least 2 years, or at any of the Czech Republic’s diplomatic missions if you are a national of one of these countries.

What happens after the request: registration, family handling, major support and rights where officially stated?

The Ministry of the Interior assesses the application in an administrative procedure (processing time 60 days, not running while suspended) and sends a written notice to correct errors or missing documents; applicants can track the status online. If granted, permanent residence is not time-limited (document valid 10 years, 5 years under 15, repeatedly extendable) and gives free labour-market access, public medical insurance and social welfare benefits.

You can track the status of your application online via the Status of your application section on the Information Portal for Foreigners or in your personal account. If you receive a notice to submit supplementary documents or to correct errors, the processing period is suspended until the error is corrected or until the period set in the notice has passed.

The permanent residence permit’s validity is not limited in time, only the permit document’s validity is. A permanent residence permit document is issued for 10 years, in the case of foreign nationals under 15 years of age for 5 years. The validity of the document can be extended repeatedly.
