Overseas employment from the Philippines is regulated by the Department of Migrant Workers (DMW, formerly POEA). Every departing worker needs a DMW-verified employment contract and an Overseas Employment Certificate (OEC / e-Registration), plus OWWA membership and a pre-departure orientation seminar.
