1. Overview
Kuwait hosts a large community of Overseas Filipino Workers, historically concentrated in domestic work, healthcare, hospitality and services. Deployment is regulated by the Department of Migrant Workers (DMW), which verifies the contract and requires an Overseas Employment Certificate; the Philippines has at times adjusted deployment policy for Kuwait, so confirm the current status. On the Kuwait side the role is an employer-sponsored Article 18 permit subject to PAM quota.
Overseas employment from the Philippines is regulated by the Department of Migrant Workers (DMW, formerly POEA). Every departing worker needs a DMW-verified employment contract and an Overseas Employment Certificate (OEC / e-Registration), plus OWWA membership and a pre-departure orientation seminar. Only DMW-licensed agencies (or government-to-government schemes) may deploy workers.
Corridor scale: Philippines has a large Overseas Filipino Worker community in Kuwait (widely-reported estimate; confirm current figures with official sources).
