“If you are not included in the Foreigner Point Scoring System, your employer can apply for a Notification Letter of Foreigner's Work Permit before you enter China according to the following steps... the applicant should sign the (photocopied or faxed) form, have it affixed with their employer's authorizing department's official seal, and upload it to the system.”
