Before you take the next step
- Record the exact stay pass, permitted dates and expiry.
- Describe your employer, client locations and actual duties in Singapore.
- Ask ICA and MOM the same visitor-specific question before committing to a work arrangement.
- Check local-client activities separately from overseas work.
- Keep a presence and workday record for the separate tax enquiry.
Start with your stay status and the work you actually do
Remote work and permission to stay in Singapore are separate questions. Before choosing accommodation, write down your passport nationality, current immigration status, planned dates and the work you intend to perform while physically in Singapore. Record the legal employer, each client's location and whether any customer is based in Singapore. MOM's remote-work FAQ is written for someone physically based in Singapore who already holds a stay pass, with a Dependant's Pass as its example. ICA separately sets the conditions of the visit pass. Two questions structure everything below: what authorises my stay, and what conditions apply to my actual work? A label such as digital nomad answers neither.
MOM: overseas employment or clients while holding a stay pass ICA: Seeking Extension of Visit Pass (short-term visit pass conditions)
What MOM says about overseas employers and clients
MOM's FAQ draws a line between work for a Singapore-based organisation or client and work for an overseas-based one. It says a work pass is needed for the first. It says that if you are in Singapore and work for or provide services to an overseas-based organisation or client, you do not need a work pass. The question it answers is about people who already hold a stay pass, such as a Dependant's Pass. That answer does not issue a residence document, extend a stay or give a visitor permission to work. If you mix foreign and local work, describe both when you ask MOM how the guidance applies to you.

A visit pass does not allow work
ICA says a short-term visit pass is issued to visitors who come to Singapore as a tourist, for a social visit or for medical treatment. It also says holders shall not engage in any form of employment (paid or unpaid), business, profession or occupation in Singapore during the validity of the pass, unless they hold a valid work pass or take part in Work Pass Exempt Activities. ICA's entry page repeats that visitors on this pass are not permitted to engage in any business, professional or paid employment activities in Singapore. Neither ICA page makes an exception for laptop work for an overseas employer or client. MOM's list of Work Pass Exempt activities names short-term activities such as seminars and conferences, exhibitions, journalism, performances and sports. It does not list remote work for an overseas employer. MOM's FAQ on overseas employers and clients is addressed to people who already hold a stay pass, so it is not permission for a visitor. Do not rely on a visit pass as a base for remote work. If you plan to work during a visit, send ICA and MOM a description of your pass, duties, employer, clients and dates, and ask for a written answer.

Check your passport, arrival documents and actual stay expiry
ICA requires every traveller except Singapore passport holders to have a passport with a minimum validity of 6 months. Short-term travellers holding a passport or travel document from a visa-required country or region must apply for a visa. ICA ties the visa requirement to the passport or travel document you hold. All travellers must submit the SG Arrival Card within three days before arrival, and that window includes the day of arrival. Short-term travellers should have sufficient cash and proof of onward travel, and must not stay beyond the Visit Pass validity, which is different from the visa validity period. After arrival, retrieve your e-Pass and record its expiry.
Local work requires a different assessment
A Singapore-based employer, or paid services for a local client, change the question. MOM's FAQ says a work pass is needed for work for a Singapore-based organisation or client. An Employment Pass candidate must meet the EP qualifying salary and, unless exempted, pass the points-based COMPASS assessment. MOM's page lists a different minimum qualifying salary for new applications from 1 Jan 2027 and for renewals of passes expiring from 1 Jan 2028, so check the current table for your age and sector. Ask the prospective employer which pass, which employing entity and which role will appear in the application. An overseas contract, a coworking membership or a company address is not evidence that these requirements are met.

An employer of record is not a general workaround
MOM says Employers of Record in Singapore cannot apply for work passes for foreigners to be based in Singapore while working for overseas companies, and that doing so would be an offence. It adds that, to be based in Singapore for an extended period, foreigners need to be hired by their company on a regular work pass. A company with no local presence can consider a representative office under Enterprise Singapore's scheme or incorporating a company with ACRA. For a foreigner who wishes to explore business opportunities, MOM mentions a Short-Term Visit Pass to attend company meetings, corporate retreats or meetings with business partners for up to 90 days each year. Before paying an intermediary, ask which entity will employ you, what duties you will perform for it and which published rule permits that arrangement. Ask for the actual application route, not a phrase such as sponsored digital nomad visa.

No digital nomad pass: the catalogue and EntrePass
MOM's work-pass catalogue says all foreigners who intend to work in Singapore must have a valid pass before they start work. The catalogue does not list a digital nomad pass. It describes the Overseas Networks & Expertise Pass as being for top talent in business, arts and culture, sports, as well as academia and research. EntrePass is intended for serial entrepreneurs, high-calibre innovators or experienced investors who want to operate a business in Singapore that is venture-backed or owns innovative technologies. MOM's eligibility page asks for a company registered with ACRA in which the pass holder holds at least 30%. The applicant must also meet at least one listed criterion, such as funding raised, incubator or accelerator support, a technology business founded and sold, intellectual property held or a research collaboration in Singapore. A freelance client portfolio is not among the listed criteria.

Foreign payroll does not make Singapore work tax-free
IRAS says income earned from services rendered in Singapore is taxable, and that this also applies to those working for foreign employers, even if the income is not received in Singapore. For a non-resident who exercises employment in Singapore for 60 days or less in a calendar year, IRAS says earnings there are exempt from tax. The same page says this rule does not apply if the stay covers three continuous years or more. For 61 to 182 days in a calendar year, IRAS says income is taxed at 15% or resident rates for individuals, whichever gives the higher tax. For 183 days or more, it is taxed at resident rates. A tax rule is not immigration permission: whether you may work in Singapore on your pass is a separate question for ICA and MOM. Keep a record of your physical presence, workdays and duties. Ask IRAS or a qualified adviser about your own arrangement, including any treaty, before estimating take-home income.
Prepare one complete enquiry before committing to a move
Use a single factual note for the authorities and your employer: passport and pass type; proposed dates; legal employer and client locations; duties performed in Singapore; any local customers; and the basis of your right to stay. Attach the relevant contract and describe mixed activities clearly. Keep the replies alongside the official pages, and record when you checked them. If a visitor-specific answer remains unresolved, do not take a lease or schedule work from Singapore on the assumption that a visit pass allows it. This guide is an orientation to those checks, not an individual immigration decision.

Questions before acting
Does Singapore have a dedicated digital nomad visa?
MOM's work-pass catalogue does not list one. It lists named work passes, including the Employment Pass and EntrePass, and says all foreigners who intend to work in Singapore must have a valid pass before they start work. Investigate the named routes and the basis of your stay.
Can I work for a foreign employer while holding a Dependant's Pass?
MOM's stay-pass FAQ says that if you are in Singapore and work for or provide services to an overseas-based organisation or client, you do not need a work pass. Confirm with MOM that your activities fit its scope and the conditions of your own pass.
Does that FAQ mean I can work remotely on a tourist visit?
No. The MOM FAQ is addressed to people who already hold a stay pass. ICA says holders of a short-term visit pass shall not engage in any form of employment (paid or unpaid), business, profession or occupation in Singapore, unless they hold a valid work pass or take part in Work Pass Exempt Activities. Neither ICA page makes an exception for remote work for an overseas employer, and MOM's list of exempt activities does not include it. Ask ICA and MOM in writing before relying on a visit pass.
Can a Singapore employer of record sponsor my overseas job?
MOM says no. Work passes are for foreigners to work for Singapore-based companies, and an Employer of Record applying for one for that purpose would be committing an offence. To be based in Singapore for an extended period, MOM says foreigners need to be hired by their company on a regular work pass.
Is foreign salary automatically exempt from Singapore tax?
No. IRAS says income from services rendered in Singapore is taxable, including for those working for foreign employers. It publishes an exemption for non-residents who exercise employment in Singapore for 60 days or less in a calendar year, which does not apply if the stay covers three continuous years or more. Tax treatment is separate from permission to work.
