Under general MHA policy a foreigner entering India needs a valid visa granted by an authorised Indian representative abroad; X-4 is a regular visa category for property owners.

What short-visit purposes does this route cover?

The current Consulate General of India, Marseille lists foreign nationals holding property in India with prior Reserve Bank of India approval under Entry Visa X-Misc. The old 2018 Annex called the property-owner purpose X-4; a current Indian consular table uses X-4 for an Afghanistan Stay Visa instead. This answer follows the property-owner purpose and does not transfer any rule from that Afghanistan category.
