Key takeaway: For an accountant, the job’s duties, employer sector and proposed pay matter separately from professional registration. Check the Employment Pass framework with the employer and establish whether the role includes regulated public accountancy.

Before you take the next step

  • Identify whether duties involve regulated public accountancy.
  • Check the age, sector and application-date salary table.
  • Ask the employer to assess COMPASS or an exemption.
  • Separate work permission from any future PR application.

Identify the work you will actually perform

ACRA distinguishes regulated public accountancy, including audit and reporting on financial statements, from general accounting work. Its guidance says general accounting, bookkeeping and several advisory activities do not by themselves require public-accountant registration. Ask whether your duties require you to sign or perform an act reserved to a public accountant. An overseas qualification or an employer’s acceptance does not establish ACRA registration.

Check the salary for your age and employer sector

For current Employment Pass applications, MOM’s youngest age band starts at S$5,600 a month outside financial services and S$6,200 in financial services. The qualifying salary increases with age. These are pass thresholds, not promised accountant salaries, and financial-services classification concerns the employer’s sector rather than the word accountant in a job title. Have the employer use MOM’s age table and Self-Assessment Tool for the actual application.

Separate today’s rule from the announced increase

MOM lists higher floors of S$6,000 outside financial services and S$6,600 in financial services for new applications from 1 January 2027. The new schedule applies to renewals of passes expiring from 1 January 2028. Age adjustments still apply. If your start date or renewal falls across that boundary, check the applicable schedule before treating an offer as sufficient.

Salary alone does not complete Employment Pass assessment

Unless exempted, applicants must also pass COMPASS; MOM sets a 40-point pass mark. The framework includes both candidate and employer attributes. Ask the employer to confirm its assessment and any applicable exemption. A salary above the headline minimum cannot substitute for the rest of the requirements, and an informal personal score is not an approval.

Professional registration and permanent residence are separate

For regulated public-accountancy duties, use ACRA’s complete registration process, including its examination, experience and membership requirements. Separately, ICA lists Employment Pass and S Pass holders among those who may apply for permanent residence. That application category does not establish a guaranteed outcome or a six-month entitlement; this guide does not predict approval after two or three years.

Prepare a concrete employer enquiry

Send the employer your proposed duties, age at application, qualification evidence and expected fixed monthly pay. Request a written explanation of the pass route and whether ACRA registration is needed before you start those duties. Build a household budget from the actual offer and current quotes for rent, insurance and relocation.

Questions before acting

Does every accountant need ACRA public-accountant registration?

No. ACRA distinguishes general accounting work from regulated public accountancy. Check the actual duties, particularly audit and reporting on financial statements.

Is S$5,600 enough for every Employment Pass applicant?

No. The threshold depends on age, employer sector and the applicable application or renewal date. COMPASS also applies unless the candidate is exempted.

Does an Employment Pass guarantee permanent residence?

No. ICA lists pass holders as an application category; permission to apply does not guarantee approval.
