Methodology

The Time-to-Stability Index measures how quickly an immigrant can transition from temporary visa holder to permanent resident.

PR Pathway

We identify all active programmes with PR eligibility (pr=true) and select the one with the shortest initial visa duration as a proxy for time-to-PR.

Citizenship Timeline

Years to citizenship is the minimum across all programmes in the country. Some countries offer citizenship through naturalisation without a separate PR step.

Tier Classification

Fast (≤2yr), Moderate (3-5yr), Slow (6-10yr), No Path (>10yr or no PR-eligible programmes). Tourist and transit visas are excluded from analysis.

The index uses the initial visa duration of PR-eligible programmes as a proxy for time-to-PR. In practice, actual PR timelines may differ -- some countries allow early PR applications, while others require the full initial period plus additional residency. Short-term visitor visas and tourist programmes are excluded from analysis.

Limitations: The initial visa duration is an approximation. Some countries (e.g. Canada, Australia) have direct PR landing programmes where PR is granted on arrival. Others may require renewal of temporary visas before PR eligibility. The index does not account for nationality-specific restrictions or investment requirements that may accelerate or delay the process.
