Which travellers require a transit visa/permission and which officially documented exemptions are important?
A Transit Permit is issued only to drivers of commercial trucks and their crew when they have exhausted ninety (90) business visit days. Under the Act, an immigration officer may issue a transit permit where a foreigner in transit exhausts the ninety days period of the transit visa before the end of the year. The official source does not state exemptions from the Transit Permit.

(4) An immigration officer may, where a foreigner in transit exhausts the ninety days period referred to in subsection (3), before the end of the year, issue the foreigner with a transit permit.
