Which travellers require a transit visa/permission and which officially documented exemptions are important?

The Transit Visa (V-T) is granted to travellers whose itinerary includes a stopover in Venezuelan territory, i.e. non-migrants entering or crossing the national territory to go to another country; it applies only to citizens of countries that require a tourist visa to enter Venezuela.

The transit visa is granted for seventy-two (72) hours, single entry, unless the confirmed ticket shows that on the return to the country of origin, domicile or residence the traveller must transit through Venezuela again; in that case it is granted for two entries with a stay of up to seventy-two (72) hours per entry.
