Which travellers require a transit visa/permission and which officially documented exemptions are important?

Foreign citizens and stateless persons need a visa to transit Uzbekistan, except citizens of visa-free countries. Citizens of the countries in Appendix 2 may transit visa-free for up to five days through Uzbekistan's international airports if they hold a flight ticket to a third country issued by Uzbekistan Airways.
