For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Some people, depending on their nationality, must apply for a prior visa to enter Uruguay; for them it is an indispensable entry requirement and the visa is needed regardless of the length of stay. The Dirección Nacional de Migración website keeps an updated list of the visa regime by country.

What maximum stay, rolling-period rule, validity and entry rules apply?

The permitted stay is 90 days, extendable for 90 more days. Entry must take place within a maximum of one hundred and eighty days from the grant of the visa, after which the visa lapses automatically. The visa is multiple-entry.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

The consulate in Bogotá lists a passport valid for at least six months and in good condition; an invitation letter from the event organiser (for private institutions or organisations, including a description of the institution and event, its registration or authorisation number with the Ministry of Education and Culture, and the details of the person responsible); a document proving the public-interest nature of the event; a round-trip flight reservation and itinerary; the application form; a photo; and an interview with the consular officer.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Visa applications are received by the Uruguayan Consulates abroad, which inform the applicant of the requirements; applicants must contact the Consulate closest to their place of residence. The visa authorisation is granted by the Dirección Nacional de Migraciones and usually takes at least 20 business days from the request; once the Consulate receives the written authorisation it can issue the visa, stamping it in the holder's passport. The permitted stay of 90 days is extendable for 90 more days; the official source does not state where or under what circumstances the extension is granted.
