What education or training is this pathway designed for?

H-3 covers temporary stays either as a trainee receiving training in any field of endeavour, other than graduate medical education or training, that is not available in the home country, or as a special education exchange visitor in a training programme providing practical training and experience in the education of children with physical, mental, or emotional disabilities. It is not intended for U.S. employment; it provides job-related training for work that will ultimately be performed outside the United States.

What type of institution/course must accept or enrol the applicant?

A trainee must be invited by an individual or organisation; the U.S. employer or organisation files Form I-129. Special education exchange visitor petitions must be filed by a facility with professionally trained staff and a structured programme for educating children with disabilities.

What are the most important financial or study-related conditions: tuition, funds, insurance, full-time study, attendance or equivalent?

The training must not be available in the home country, and the programme must have a fixed schedule, objectives and means of evaluation. The petition must state the proportion of time in productive employment, hours of classroom vs on-the-job training, and the source of any remuneration. Special education exchange visitors are capped at 50 per fiscal year and need a (near-complete) baccalaureate or higher degree in special education or extensive prior experience.
