What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This route is for crew working on board commercial sea vessels or international airlines, providing services required for normal operation and departing within 29 days (e.g. pilots, flight attendants, captains, engineers, deckhands, cruise-ship service staff, trainees on training vessels). D-3 covers ship-to-ship liquid cargo (lightering) crew departing within 180 days.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

No employment is required when applying, but the visa can only be used to enter a U.S. port if the holder is employed on the vessel or aircraft on which they arrive. Crew transiting to join a vessel may be asked for evidence such as a letter from the employer or employer's agent.

The work must be services required for the normal operation of a commercial vessel or international airline. Not covered: dry-dock warranty repairs, crew on fishing vessels with a U.S. home port or operating base (H-2), crew on private yachts cruising U.S. waters for more than 29 days, or work on the Outer Continental Shelf.

The permission allows only crew services on the vessel or aircraft; D holders must depart on a vessel within 29 days (D-3 lightering crew within 180 days). The spouse and unmarried minor children may apply for visitor (B) visas to accompany, if they will not perform services for the vessel's operation.
