Yes, a government endorsement is required. For persons in the science and culture quota category, the Law of Ukraine on Immigration requires submission of "a document confirming support of their application by a central executive authority of Ukraine".

What duration, renewal and accelerated or normal longer-term residence pathway is officially stated?

The immigration permit is valid for one year; after arrival the immigrant must apply for a permanent residence permit no later than 15 working days before the long-stay visa (or permitted stay) expires, and may file within one year of the permit's issuance; the permanent residence permit is processed within 15 working days and issued for 10 years.
