What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This route is for foreign employees in the Employed work-permit category (skilled sub-type); a work permit application is only to be submitted where an employee is needed to perform a real job and all efforts to recruit a Turks and Caicos Islander have failed.
