What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The Temporary Protection Work Permit is one of the five work permit card types. Syrian nationals under temporary protection have the right to work in Türkiye; the most common work permits they apply for are for wage employment and self-employment.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

For wage employment the permit is lodged by the employer once there is an agreement on work. The official source does not state any employer condition such as a quota or sector restriction.

If the Ministry of Interior terminates the residence rights of such persons, their work permits are deemed invalid. If a work permit is issued to these persons in a province other than the province where they are registered, they must obtain a travel permit first and then travel to the province where they will work.

Temporary Protection Work Permit: In the work permit document issued to foreigners under Temporary Protection, it is written on the backside in Turkish and Arabic that it does not substitute for residence permit.

A work permit is a permit issued by the Turkish Ministry of Labour and Social Security in the form of an official document that grants the foreigner the right to work and reside in Türkiye within the validity period. However, work permits issued to foreigners under temporary protection, international protection applicants and conditional refugees do not substitute for residence permits.

Work permits for wage employment are lodged by employers. Once you have reached an agreement on work with your potential employer, he/she should make a work permit application for you to the Ministry of Family, Labour and Social Services (MoFLSS) through e-Government website.

Please note that you can only work in the city in which you are registered. If you find employment in another province, you need to apply at the Provincial Directorate of Migration Management with your employer to change your place of registration – you will need to bring the job contract that you have with your employer. Once this change has happened, your employer can apply for a work permit.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The distinctive features are procedural, not occupational: Syrian beneficiaries of temporary protection can apply for work permits six months after completing registration and obtaining their ID card (number starting with 99), the application must be made in the province of residence, and the person must not have previously obtained a work permit. For seasonal agriculture and livestock work a work permit exemption is sufficient instead of a work permit.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The work permit grants the right to work, but for foreigners under temporary protection it does not substitute for a residence permit. For wage employment the permit is lodged by the employer once there is an agreement on work. The person can only work in the city where they are registered; to take a job in another province they must apply with the employer to the Provincial Directorate of Migration Management to change the place of registration. The official source does not state whether family members may accompany or work.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The official material does not state how long a work permit for a temporary-protection beneficiary is granted for or how it is renewed. It states that the work-permit document carries issue and validity dates and is valid within those dates. For longer-term direction, the material states that a Turquoise Card is not granted to foreigners under temporary protection.
