What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This is the definite, or fixed-term, work permit under the International Labour Force Law No. 6735. It is designed for a foreigner employed in a specific job at a specific workplace belonging to a real or legal person or a public institution or organisation, or at their workplaces in the same line of business, under an employer. It is issued by the Ministry of Labour and Social Security and grants the right to work and reside in Türkiye within its validity period.

If the application for a work permit is positively evaluated, the foreigner is granted a work permit valid for up to one year at the first application, provided that he/she works in a specific workplace belonging to a real or legal person or public institution or organisation, or in their workplaces in the same line of business, in a specific job and under an employer, provided that it does not exceed the duration of the employment or service contract.

A work permit is a permit issued by the Turkish Ministry of Labour and Social Security in the form of an official document that grants the foreigner the right to work and reside in Türkiye within the validity period. However, work permits issued to foreigners under temporary protection, international protection applicants and conditional refugees do not substitute for residence permits.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

An employer is essential. The permit is granted provided the foreigner works in a specific workplace belonging to a real or legal person or a public institution or organisation, in a specific job and under an employer, and provided the permit does not exceed the duration of the employment or service contract. Extensions are granted under the same employer; an application to work for a different employer is considered within the scope of a first application.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The Work Permit Evaluation Criteria set the decisive conditions. Employment: balance-sheet workplaces must employ at least five Turkish citizens for each foreigner applied for; workplaces with net sales of 50,000,000 TL or more in the last year are exempt from this for up to five foreigners. Financial: newly established workplaces need paid-in capital of at least 500,000 TL; established balance-sheet workplaces need paid-in capital of at least 500,000 TL, net sales of at least 8,000,000 TL or exports of at least 150,000 USD; the paid-up capital and net sales thresholds apply from 01/01/2025. Salary: at least five times the gross minimum wage for senior executives and pilots, four times for engineers and architects, three times for other managers, twice for jobs requiring expertise and mastery, and the minimum wage for domestic work and other jobs.

Limits of the record
  • The criteria page has sector, profession and job-specific exceptions (for example information technology expertise roles and education pre-permits) that are not summarised here.
  • The criteria are stated for work permit applications generally; the page does not label them as specific to the fixed-term permit.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The permit allows work in a specific job at a specific workplace under a specific employer. Fixed-term, permanent and independent work permit documents substitute for residence permits, and holders can travel between provinces with the work permit document during its validity without needing a travel permit. Working for a different employer requires a new application treated as a first application. The official source does not state whether family can accompany.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

At first application the permit is valid for up to one year. If an extension application is made within the legal period and evaluated positively, the permit is granted for up to two years at the first extension and up to three years at subsequent extensions, under the same employer. Longer term, foreigners who hold a long-term residence permit in Türkiye or a legal work permit for at least eight years can apply for a permanent work permit, although meeting the conditions does not give an absolute right.
