A work permit shall not be granted without the approval of the Village Councils of each of the 3 islands.

The prescribed work-permit application requires the proposed employer, proposed workplace, proposed type of work and proposed length of employment.

Unless the Village Councils of all islands concerned otherwise direct, no visitors permit or residence permit or work permit shall be granted if the applicant has in any country been convicted of an offence and sentenced to imprisonment for a term of 11 months or more.

Unless the Administrator considers that there is good reason why the provision should not apply, no visitors permit or residence permit or work permit shall be granted unless the Administrator is satisfied that the applicant has or will have sufficient means of support while in Tokelau.
