Under the Tokelau Immigration Rules 1991, all non-Tokelauan persons must obtain a permit before entering Tokelau, applying through the Office for Tokelau Affairs; New Zealand citizens are not covered by this general requirement.

What short-visit purposes does this route cover?

A visitors permit is ordinarily to be granted for transit to another country, temporary crew entry for a legitimate purpose, or shipwreck and similar force of circumstance. Regulation 9(1) leaves wider grant discretion with the Administrator.

Under Regulation 7 of the Tokelau Immigration Regulations 1991 (SR 1991/117), a visitors permit allows the holder to be in Tokelau for a period not exceeding 10 days.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

Applicants must provide a completed permit application, a police report, a COVID certificate, a medical report, a measles immunisation certificate, a copy of the passport's biodata page valid for more than 6 months, and a fee of NZ$100.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

All required documents are submitted by scanning and emailing them to the Office for Tokelau Affairs. Processing takes 30 days from a correct, complete application. An approved permit is required before booking travel to Tokelau. The official source does not state when a stay can be extended or changed.
