For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Entry to Togo is generally subject to obtaining a visa, subject to exemptions decided by the government and bilateral/multilateral reciprocal-exemption agreements; the tourist visa is one of the four visa types the decree defines for this purpose.

What maximum stay, rolling-period rule, validity and entry rules apply?

Visa validity generally ranges from fifteen (15) to three hundred and sixty-five (365) days depending on the visa type, and after entry any visa holder may request an extension not exceeding ninety (90) days. Beyond ninety days, a tourist or immigration visa holder must in any case obtain a residence card. The official sources do not state a validity figure specific to the tourist visa.

Border/application evidence includes proof of sufficient financial resources to subsist during the stay, an invitation letter from the inviting organisation or person where applicable, travel insurance where applicable, and a flight-reservation certificate or ticket.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The visa is applied for online via the dedicated national platform, with a manual fallback if the platform is inaccessible; the DGDN notifies its decision through the online platform within a maximum of five days, and payment made on the electronic platform is final and non-refundable if the application is rejected. Once in Togo, an extension can also be requested through the DGDN's own online portal (services.dgdn.gouv.tg) before the visa expires.
