Which athletes, coaches, technicians, officials or other sports professionals does the pathway cover?

The only sporting role named is a coach. The Royal Thai Embassy lists, among the purposes of the Non-Immigrant O visa, "To be a sport coach as required by the Thai Government", and the Ministry of Foreign Affairs repeats the same wording in its national description of Non-Immigrant category "O". Neither source names athletes, technicians, referees, officials, medical or support staff under this purpose, and neither describes a separate sports category for them.

Extension is possible: those qualified may obtain an additional one-year stay permit counting from the date of entry, applied for at the Office of Immigration Bureau and granted at the discretion of the immigration officer; anyone wanting more than 90 days must file at a Thai consular mission abroad or at the Office of Immigration Bureau in Bangkok.
