What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This is not a job route at all: it is a short work-permit exemption for a one-off task. The One Start One Stop Investment Center states that exemption from work permit requirements is granted to a foreigner who enters the Kingdom temporarily, in accordance with the immigration law, to perform work of an "urgent and essential nature" for a period not exceeding 15 days. Article 9 puts the test in terms of damage: an alien entering to engage in necessary and urgent work, which if it cannot be performed immediately will result in damage, shall finish within 15 days.
