For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A visitor visa is used for short-term employment: Taiwan issues a Visitor Visa for Employment Purpose, which requires an Approval Letter issued by the Ministry of Labor (the employer must apply for the work permit). Visa-exempt entrants who then intend to engage in activities that require a permit must still obtain such a permit; white-collar professionals who obtained a work permit granted for a period under 6 months within their permitted visa-exempt stay may apply for a work visa.
