Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The visa is applied for in advance by submitting the documents and paying the visa fee at a Taiwan (ROC) overseas mission. Those who entered visa-exempt, with a landing visa, or with a visitor visa for another purpose, or who already reside in Taiwan for other purposes, may not convert to this purpose. After studying Chinese for four months in Taiwan, a person planning to extend enrolment for another three months or longer may apply to the National Immigration Agency for an alien resident certificate.
