What type of institution/course must accept or enrol the applicant?

A university or college exchange student needs approval and an admission permit from the institution in Taiwan; a senior-high-school student needs approval from the Ministry of Education or the relevant city or county education bureau.

The applicant must provide the Taiwanese approval or admission evidence, the overseas school’s enrolment record or student ID, and a health certificate issued within three months.   • BOCA Resident Visa for exchange students; application procedure
    Application Procedure Applicants outside of Taiwan (ROC) who meet the requirements for students' Resident Visa are advised to apply for the visa from a Taiwan (ROC) overseas mission. Applicants who enter Taiwan (ROC) on a Visitor Visa for the purpose of “foreign exchange students” may apply to the National Immigration Agency for residence and obtain an Alien Resident Certificate. Notice Visa issuance is an act of sovereignty.  According to the “Statute Governing Issuance of R.O.C. Visas in Foreign Passport” and “Enforcement Rules for the Issuance of R.O.C. Visas to Foreign-Passport Holders,” Taiwan (ROC) reserves the right not to issue a visa and is under no obligation to disclose the reason. Application fee for no-issuance cases is non-refundable.
