What exact status does accumulated residence lead to?

Accumulated lawful residence can lead to 'ordinary residence' (granted for 3 years) or 'special residence' (granted for 5 years) under the Syrian law on entry, exit and residence of Arabs and foreigners (Articles 17, 18 and 19).

What qualifying residence period is required and when does the period begin?

Ordinary residence: actual lawful residence in Syria of five years or more at the time of application. Special residence: actual lawful residence of more than fifteen years (Article 18(1)), or five years or more combined with work useful to the national economy or scientific, cultural or artistic services (Article 18(2)). The official source does not state when the qualifying period begins.

UNHCR warns that a foreigner without a valid permit may be treated as unlawfully resident and lose access to certain services.

    Every foreigner, including refugees and asylum-seekers, living in the Syrian Arab Republic is obliged to have a valid residence permit. If you do not have a valid residence permit, you are staying unlawfully in the country and may be prosecuted. Without a valid residence permit you will not have access to a number of services and rights residents are normally entitled to (e.g. access to police stations to report any crime or security incident, access to the justice system, access to civil registries to register births, marriages or deaths).
