The route covers temporary holiday stays in Spain by foreign minors within a humanitarian programme. A programme is generally treated as humanitarian when at least one of these applies: the country of origin is in armed conflict or social hardship caused by it, it is affected by natural or human-made disasters, the minor is in a refugee camp, or specialised medical treatment cannot be provided in the country of origin.

Minors aged 8 or over may come for non-extendable periods of ninety calendar days for holiday stays; exceptionally, minors over six may come when accompanied by siblings over eight. The promoter must commit in writing to facilitate the minors' return to their country of origin at no cost to the public treasury, unless that cost has been expressly and previously assumed by the competent body. Where the minors will stay with families or individuals, these must state in writing that they know the minor's travel is not for adoption and commit to favour the return. The promoter's request for the favourable report of the regional child-protection body is accompanied by criminal-record and sexual-offence certificates for all persons over 14 who will live with the minor.
