What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A residence and work authorisation for exceptional circumstances, addressed to the Secretary of State for Security, available after an exemption from responsibility has been declared, when the collaboration against organised networks is with police, prosecution or judicial authorities.

The police immigration unit, the General Commissariat for Aliens and Borders and the Secretary of State for Security; after the exemption, the person may also ask the Secretary of State for Migration (via the Government Delegation/Sub-delegation) for assisted voluntary return, which includes a pre-departure risk and safety assessment, transport and assistance at departure, transit and destination.
