This deemed-permission class covers a member of a vessel's crew in the territorial seas whom the vessel's master requires to disembark for re-provisioning, loading or off-loading cargo, or vessel repair or maintenance. The Ordinance specifies those ship-operation purposes for this class.

Employer involvement runs through the vessel's master, who must not allow any person to disembark unless satisfied that the person has a permit or deemed permission, must give the Principal Immigration Officer the Schedule 3 information and any other reasonably required information before a person with deemed permission under Schedule 2 paragraphs 4 to 7 disembarks, and must not allow disembarkation other than at a place authorised by the Principal Immigration Officer.
