For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?
No Entry Permit is needed: Government policy says persons with deemed permission under section 9 do not require an Entry Permit, and the policy lists any person who lands in the Territories in the course of dealing with, or responding to, an emergency situation affecting others where the Commissioner or the Principal Immigration Officer agrees that such a situation has arisen. The deemed permission to enter and reside applies only if the person is not someone who must or may be refused a permit under section 8 had they applied for one.

Section 9 of the 2022 Ordinance sets out those persons who are considered to have “deemed” permission to enter the Territories and so do not require an Entry Permit under Section7 of that ordinance.

(1) A person is deemed to have permission to enter and reside in the Territories for a specified period (“deemed permission”) if the person is — (a) of a description in Schedule 2 (persons who have deemed permission); and (b) in the case of a person who is of a description in Schedule 2 Parts A and B, not a person who must or may be refused a permit under section 8 had the person applied for one.
