Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. The resident permit is issued upon request by an employer (a national or international organisation or business entity doing business in Sierra Leone), which must first write to the Immigration Department on authorised letterhead; an appointment letter from the employer in Sierra Leone is required. The employer is responsible for regularising the employee's residential status, and both may be liable to prosecution if it fails to do so.
