What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The temporary work stay permit may be issued to a foreigner in work categories such as, among others, elderly carers, carers of persons with disabilities and family carers.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The categories are identified in the delegated decree referred to in Article 19; on the employer's specific request the foreigner must have been granted a work clearance for specific tasks and duties for a limited, defined period. To obtain the clearance, the employer must submit to the Labour Office a declaration guaranteeing adequate housing for the worker, describing the duties and undertaking to report any change in the employment relationship, and guaranteeing payment of the worker's return travel costs.

For 2026 the maximum number of temporary work stay permits is six hundred and eighty: ten for carers of persons with disabilities or invalidity; one hundred and seventy for family carers; four hundred for elderly carers; thirty for highly specialised staff in internationalisation or with high specialisation in the banking, industrial, technological, university and economic sectors, subject to a detailed employer report on the project, requirements and timing of the professional; twenty for entertainment and artistic activities; ten for shift production managers; ten for porters in removal firms; ten for cleaners in cleaning or car-wash firms; five for bakers; five for butchers; ten for private construction workers.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The permit rests on a work clearance granted on the employer's specific request for defined tasks and duties for a limited and defined period; the employer must report any change in the employment relationship, within the work categories of Article 19. The holder must respect the conditions in the permit and return to the State of origin when it expires, and then has priority for re-entry the following year for seasonal or temporary work over compatriots who have never lawfully entered for work. The official source does not state whether the holder may change employer or whether family members may accompany the holder. Holders of a work stay permit have equal treatment with San Marino citizens and resident foreigners for Social Security Institute healthcare benefits, temporary and lifetime economic benefits, and the allowances under Decree 26 April 1976 n.15 for dependent family members who hold an ordinary stay permit.

The temporary work permit has a maximum validity of twelve continuous months, renewable annually within thirty days of expiry; after three continuous renewals the permit is deemed interrupted and a fresh application is required.
