For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A foreigner entering Rwanda must have a valid travel document recognised in Rwanda and a visa or a residence permit. The V2 visa, for visiting a family member or close relative residing in Rwanda, is issued on arrival at the border post, online, at an immigration and emigration office, at a Rwandan diplomatic mission in the applicant's country of residence, or at any other place determined by the Directorate General. Separately, a national or resident of a country with a visa-waiver arrangement with Rwanda who enters for any valid reason other than employment is issued a VE-1 visa.
