For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

The single-entry fee is waived for nationals of countries with a visa-waiver arrangement, including African Union, Commonwealth and La Francophonie arrangements. Applications may be made at the border on arrival, online, at the immigration office or a Rwandan mission in the applicant’s country of residence, or another place designated by the Director General. The official page does not give a complete nationality matrix for deciding who must obtain a visa in advance.

V1 may be single or multiple entry; it is valid for 30 days for a single entry or 90 days for multiple entries.
