What education or training is this pathway designed for?

U1 is a permit for a foreigner who is in Rwanda for study purposes; the page says it has the same meaning as a student in the East African Community context.

For U1, the DGIE lists a recommendation letter from the school for new and renewal applications. The page does not specify a narrower institution type or course level.

The U1 Student Permit is issued for study and does not itself confer the separate P2 student-work permission. The official DGIE study page lists P2 separately for a foreign student of a recognised institution of higher learning who intends to work during holidays or a recent graduate; the 2019 Ministerial Order likewise defines P2 separately. The same Order defines M2 as the permit for a foreigner dependent on a temporary-resident permit holder, with the same validity as the holder; M2 is a separate dependant permit and does not itself establish work authorisation.
