What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The DGIE describes two Q1 situations: a foreigner assigned by a home company or organisation to an affiliated Rwandan company/organisation for a defined assignment; or a foreigner working for a multinational or regional company with its international or regional office in Rwanda.

Limits of the record
  • Searched the Q1 panel of the DGIE employment page and Article 19 of the 2019 Order: affiliation proof, contract length and recommendation letter are employer material (R2); only a CV and police clearance otherwise; no occupation, qualification, experience or salary condition.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The page describes an assigned foreign employee and a contract at least as long as the expected stay. It does not state work rights outside the assignment, employer-change rights, or family accompaniment.
