- Employment, placement or host agreement
A Russian employment or civil-law services contract conditional on the authorisation is required.
- Job offer or appointment
A qualifying organisation must petition to engage the specialist.
- Minimum salary
For the general class, remuneration must be at least RUB 750,000 per calendar quarter.
- Qualifications or professional authorisation
The person must have experience, skills or achievements in the specific field, assessed and documented by the employer under the statutory framework.
