Which travellers require a transit visa/permission and which officially documented exemptions are important?

Nationals of Afghanistan, Bangladesh, Democratic Republic of Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia and Sri Lanka need an airport transit visa for Schengen airports; nationals of Guinea, Senegal and Uzbekistan additionally need one when passing through the international transit area of airports in Portugal. Exemptions include holders of valid uniform visas, long-stay national visas or residence permits issued by a Member State; holders of listed residence permits of Andorra, Canada, Japan, San Marino, the United Kingdom or the USA, or of valid visas of Canada, Japan or the USA, under the stated travel conditions; family members of EU citizens with free-movement rights (and equivalent/Withdrawal-Agreement family members); diplomatic-passport holders; and flight crew who are nationals of a Chicago Convention party.

    For airport transit persons in one or more airports of the Schengen Area, the following third countries nationals were required to hold an airport transit visa: Afghanistan, Bangladesh, Democratic Republic of Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia and Sri Lanka. In addition, nationals of the following countries need to be in possession of an airport transit visa when passing through the international transit area of airports in Portugal: Guinea, Senegal and Uzbekistan. The present information does not invalidate requesting additional information at the consular post as well as the list of airport transit visa requirements for certain nationalities. Exemptions for airport transit visa: Holders of uniform visas, long-stay national visas, or residency permits, valid, issued by a Member State; third-country nationals holding a valid residence permit issued by a Member State which does not take part in the adoption of this Regulation or by a Member State which does not yet apply the provisions of the Schengen acquis in full, or third-country nationals holding one of the valid residence permits listed in Annex V issued by Andorra, Canada, Japan, San Marino, United Kingdom or the United States of America guaranteeing the holder's unconditional readmission, or holding a valid residence permit for one or more of the overseas countries and territories of the Kingdom of the Netherlands (Aruba, Curaçao, Sint Maarten, Bonaire, Sint Eustatius and Saba); third-country nationals holding a valid visa for a Member State which does not take part in the adoption of this Regulation, or for a Member State which does not yet apply the provisions of the Schengen acquis in full, or for Canada, Japan or the United States of America, or holders of a valid visa for one or more of the overseas countries and territories of the Kingdom of the Netherlands (Aruba, Curaçao, Sint Maarten, Bonaire, Sint Eustatius and Saba), when travelling to the issuing country or to any other third country, or when, having used the visa, returning from the issuing country; Family members of EU citizens benefiting from the freedom of movement rights, family members of third-country nationals who enjoy equivalent rights under agreements between the Community and its Member States, on the one hand, and these third countries, on the other, and family members of United Kingdom nationals who are beneficiaries of the EU-UK Withdrawal Agreement; Holders of diplomatic passports; Flight crew members nationals of a contracting party to the Chicago Convention on International Civil Aviation.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

The airport transit visa only gives access to the international zone of the airport; the holder must continue the journey on the same or another aircraft according to the ticket. It allows transit within the international area from one flight to another without entering the Schengen area. The official source does not state when immigration control must be crossed.

The permission is a Schengen airport transit visa. The applicant must appear in person at the consular post for their area of residence. Documents: signed application form; return-ticket reservation; passport photo; entry visa for the destination country (if applicable); travel document valid more than 3 months after exit plus copies of prior passport and visas; proof of regular status if applying outside the country of nationality; work certificate, salary and last three bank statements as proof of means. Fee EUR 60 (EUR 30 for nationals of countries with EU visa-facilitation agreements and children aged 6 to under 12); no fee for children under 6, students and teachers on study or training trips, researchers travelling for scientific research, representatives of non-profit organisations up to age 25 attending seminars, conferences or cultural/sports events organised by non-profit organisations, and family members of EU and Swiss nationals. Decision in 15 days, up to 30 days if further examination is needed.
