The seafarer must be signed on to and employed on board a vessel arriving in the Philippines. For an individual 9C visa the Jakarta embassy asks for a letter from the Indonesian company naming the vessel the applicant will join, plus a notarised letter from the agency in the Philippines; a crew list visa is requested by the master of the vessel or the manning/shipping agency, with a request letter from the shipping company or manning agency.
