For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Transitory admission requires a valid passport or identity document and an entry visa issued by the Ministry of Foreign Affairs only where one is required; the Ministry runs an online non-resident (tourist or technician) visa application for those who need one.

This route covers Estadía Transitoria (transitory stay): entry for a limited time with no intention of settling in the country, and tourism ("Turista") is named as the first of the law's listed transitory-stay subcategories.

What maximum stay, rolling-period rule, validity and entry rules apply?

Transitory stay is granted for a maximum of 90 consecutive days, extendable only once at the traveller's request, for a period no longer than what was originally granted, at DNM's discretion. Once the authorised period ends, the foreigner must leave the country or apply for residency; staying without doing either triggers the fines and other sanctions the law and its regulations set out.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

For the online non-resident (tourist/technician) visa: a recent 3x4 cm JPG photo (white background, front-facing, no accessories); a colour image of the passport; colour images of visas granted by other countries, including e-visas; an invitation letter from a person or company domiciled in Paraguay (if available); proof of financial solvency; a criminal-record certificate from the country of residence, legalised and/or apostilled; hotel reservation or accommodation information; and the proposed flight itinerary or land-transport tickets and/or a declaration of the means of entry.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The Ministry of Foreign Affairs runs an online non-resident (tourist or technician) visa application for those who need one. The application process may include an interview scheduled by email to the address supplied in the form. A request to extend a transitory stay or change category must be made before the authorised stay expires; otherwise the applicable fines and sanctions apply.
