Which family relationships qualify?

Family members, children, a spouse or a de facto spouse who wish to accompany the principal student visa applicant qualify. The general dependent rules list spouse, unmarried children under 18 and ageing parents; in limited cases children over 18 who remain dependent on their parents may also qualify.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The family member accompanies the principal student visa applicant. A sponsor letter signed at managerial level is required. If the application is lodged without the principal applicant, certified copies of the principal applicant's passport bio page and valid visa must be provided.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

For a de facto relationship, both partners must provide statutory declarations stating how long the relationship has existed, plus a signed undertaking that the de facto partner will not seek employment in Papua New Guinea. How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Each dependent makes a separate application, and student visa applications are submitted manually. A de facto partner must undertake not to seek employment. Where the de facto relationship has lasted less than 12 months, a short-term dependent permit of up to 12 months is issued; otherwise the permit follows the principal's approved period of stay. When the principal's entry permit ceases, the dependent permit ceases at the same time and both must depart PNG. The official source does not state a route to independent or longer-term status.
