For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Under the COGAT procedure, citizens of countries with a visa exemption agreement with Israel visiting only generally need not apply in advance and apply on arrival at the Allenby Bridge Crossing, unless they have past refusals, criminal/security episodes, illegal stay or a financial bond in the past five years, in which case they must coordinate in advance through the COGAT centre. Citizens of countries with diplomatic relations but no visa exemption may apply through the Israeli representative office in their country. Citizens of countries without diplomatic relations with Israel or listed in Appendix E must obtain a Palestinian Authority visit permit instead.

What short-visit purposes does this route cover?

The permit covers visits or other short-stay purposes other than paid or unpaid work, including: spouses and first-degree relatives of West Bank residents (visit or to file a status formalisation application); children up to 16 of registered residents (visit or PA registration); businesspeople and investors; journalists and media employees with GPO documentation or proof of international media employment. Other cases are accepted only exceptionally on humanitarian grounds.

What maximum stay, rolling-period rule, validity and entry rules apply?

B/2 (tourist) visit permits are limited to a maximum of three months. They may be extended for exceptional reasons by a maximum of 3 more months; an extension beyond 180 days needs documented approval from the authorised COGAT official, and no permit may exceed 27 months. As a rule a permit expires on departure through the international crossings, so re-entry needs a new permit.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

The entry application form asks for a passport valid for at least six more months, where the visitor will stay and for how long. COGAT may require a bank or cash guaranty to ensure departure and compliance, and may set other conditions such as a return flight ticket or a signed declaration of awareness of the permit's conditions.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Where advance application is required it must be filed at least 45 days before entry (exceptionally not less than 48 hours) on the Appendix A form. Extensions go through the Palestinian Population Registry representative in Ramallah to the Civil Administration's Population Registry Unit at least two weeks before expiry, on the Appendix B form with the passport. A holder wishing to change the permit's purpose may stay until the decision, but only until the current permit expires.
