Yes. The application needs an official Palestinian Authority invitation and an official invitation from the Inviter with the requested dates, the nature of the activity and the employment contract; an international organisation must detail the employee's activities and where the employee is registered and has operated. The host organisation (if any) must give a written undertaking to take responsibility for the Invitee's departure when the permit expires; non-departure weighs negatively on its future applications.

The international-organisation employee must be a professional in a required field entering for a limited time to perform duties in their specialty; other employees must prove to the authorised official that they are employed in exceptional fields in the Palestinian Authority's territories. How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The permit is issued for up to one year, renewable up to 27 months; beyond 27 months a new application may be made after departing overseas, with total residence under this part capped at 5 years cumulatively; after 5 years, return is possible only once 9 months have passed since departure; exceptionally the authorised COGAT official may approve up to 5 years more (cumulative up to 10 years). Extension requires a residency extension form plus an explanatory letter signed by the Inviter and the employee. The official source does not state a permanent residence direction.
