What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This is a 90-day temporary work permit for a nonresident who comes to Palau under 13 PNC § 1022, and it may only be issued to a nonresident who is not already in Palau. The official source does not state the type of worker it is designed for.
